National Service Scheme (NSS) was introduced in 1969 under the Ministry of Youth Affairs and Sports, Government of India with the primary objective of developing the personality and character of the student youth through voluntary community service. NSS was launched in Sikkim in the year 1996 under Department of Sports & Youth Affairs, Government of Sikkim and now it covers 3 Universities, 19 colleges and 76 Senior Secondary Schools, total 163 Units in 98 institutions. There are total 16,300 volunteers.

Each educational institution covered under the Scheme has at least one NSS unit comprising of 100 student volunteers led by teacher designated as Programme Officer (PO). Each NSS unit adopts a village or slum for taking up its activities. The State NSS Cell, Department of Sports & Youth Affairs, Government of Sikkim in collaboration with the Ministry of Youth Affairs & Sports, Government of India had established Sikkim State NSS Advisory Committee on 3rd June, 2017 under the Chairmanship of the Hon'ble Minister, Department of Sports & Youth Affairs, Government of Sikkim with the objective to develop the personality of students through community service.
